SCDHEC Announces Up To $1.15 Million Available for Nonpoint Source 319 Implementation Grants

SCDHEC’s Nonpoint Source (NPS) Program is seeking proposals for Section 319 NPS implementation grant projects to reduce nonpoint source contributions to South Carolina’s water bodies.

All projects must be designed to ultimately achieve measurable water quality improvements and meet current federal 319 Grant Guidance. There is up to $1,150,000 available. A 40 percent in-kind or cash match is required.

The initial proposal application is due Wednesday, March 14 by 3 p.m. Please see the RFP, Initial Proposal Application and sample documents below.

This solicitation uses a two-phase application process that requires all applicants to submit an initial proposal application which identifies and describes the key project elements. Applicants that have proposals deemed to be eligible for funding will then be invited to submit a full project application.

South Carolina public organizations such as state agencies, local governments, public universities, soil and water conservation districts, regional planning commissions, watershed organizations, and nonprofit organizations are eligible to receive Section 319 NPS grants. NPS Grants will be funded with monies provided to SCDHEC by EPA under the Federal Clean Water Act, Section 319(h).
